CONSTITUTION AND TERMS OF REFERENCE 

FOR THE HORSHAM STREET SPORTS ASSOCIATION 


1.0 NAME 


1.1 The name of the organisation shall be The Horsham Street Sports Association. 

2.0 AIMS & OBJECTIVES 

2.1 The aim of the organisation shall be to expand and improve opportunities for BMXers, skaters and skatboarders to practise their sport using purpose-built facilities in and around Horsham. 

2.2 The organisation will:- 

a) help to develop additional facilities for sports identified 

b) encourage young people into positive activity 

c) encourage young people to develop their skills 

d) organise events 

e) provide a voice for extreme sports issues 

d) discourage extreme sports in inappropriate locations 

2.3 The organisation shall operate an equal opportunities policy to ensure that no one within the Association is denied membership on the grounds of age, gender, disability or ethnic origin. 

2.4 Any profits generated by the Alliance will be reinvested in the promotion of legal and non anti-social extreme sports in Horsham. 


3.0 TERMS OF REFERENCE 

The Association will be managed by a Committee that shall:- 

3.1 Determine and be responsible for the actions and conduct of the Association 

3.2 Administer the funds and assets of the Association to further the aims and objectives. 

Accordingly – 

a) an appointed Treasurer shall keep accounts for presentation at the request of the Management Committee 

b) accounts shall be audited under arrangements approved by the Management Committee (the financial year being 1 April to 31 March) 

3.3 Work in co-operation with the District Council Sports Development Department. 

3.4 Organise a series of performance events, including the annual District ‘Horsham Jam’, an extreme sports competition for BMXers etc (as above) 

3.5 Organise and promote new opportunities for new and novice street sporters. 

3.6. Identify local street sport development priorities for consideration by the District and County Councils, Sport England and other agencies. 


4.0 MEMBERSHIP 

4.1 The Management Committee shall comprise up to 8 people made up as follows:- 

· a BMXer 

· a skater 

· a skateboader 

· 5 others 

· 50% of the Committee shall be aged 16-20 

4.2 A representative of the Horsham District Council Sports Development Unit shall be invited to all Committee Meetings and shall receive copies of all meeting agendas and minutes. 

4.3 Membership of the Association shall be open to anyone living, promoting or supporting the development of street sports within the Horsham District and the surrounding area. 

4.4 Membership will be promoted via the local press, radio, schools, youth service and through direct invitation to interested parties. 


5.0 ELECTION OF OFFICERS AND TERMS OF OFFICE 

5.1 The first appointed members of the Management Committee shall hold office for a term expiring in April 2005. 

5.2 No officer shall receive payment for their work on behalf of the Association, other than the reimbursement of personal expenses such as telephone calls, postage and stationery costs. 

5.3 No officer shall take or hold any interest in any property owned by the Association. 

5.4 Officers shall be eligible for re-appointment at the end of their first term but will need to be elected at the Annual General Meeting. 

5.5 The AGM shall take place in April when members of the public will also be invited to attend 


6.0 PROCEDURES FOR COMMITTEE MEMBERS 

6.1 The Committee shall, in each term of office, elect a Chair, Secretary and Treasurer. 

6.2 The quorum of Members at any meeting shall be three. 

6.3 If the Chair is not present at the meeting, the Committee Meetings will be chaired by another Committee Member before any business is transacted. 


7.0 DISBANDMENT 

7.1 In the event of disbandment the Association assets shall pass to Horsham District Council. Any assets remaining after the satisfaction of debts shall be administered, given or transferred for the benefit of local street sporters aged 18 or under. 



This Constitution was adopted by common consent of elected Horsham Street Sport Association Members on 15 January 20040.
